[Game Logic] slow zones/neutral zones

For rally raid it is useful to have slow zones as real zones for village or street crossing. Maybe in different shapes like square or circle.
Also neutral zones, where time stops for link parts of a stage or refuel zones.

Very easy to integrate! It could be implimented as a transparent rectangle, square, sphere, whatever.... if the car "hits" this object the speed will be adjusted within this area.

You can place, stretch, rotate it on the track which gives the trackmaker the opportunity to define zones.
